This cantilever based system directly interacts with the rising water levels on the East River. Bordering the Smallpox Hospital on Roosevelt Island, this system is divided into three levels. The first collects and filters trash as the waters rise. The second level is designed for plants where purple wisteria climb and hang off of the cantilevered vegetative vessels. The top level is for human observation, where one can sit and observe the view of Queens. across the river. As the water levels rise the lower deck fills with water, tilting the structure to connect to the third floor of the Smallpox Hospital instead of the second.
